Arizona became a U.S. Territory on February 24, 1863. On December 29, 1863, the first governor of the Territory of Arizona, John N. Goodwin, issued a proclamation to organize the government of the new Territory. The first step taken was to conduct a census of the Territory's inhabitants. In February of 1864, instructions for taking the census were sent to Milton B. Duffield, the U.S. Marshall for Arizona.

• An edited transcript of the census, created by the Works Progress Administration (WPA)

• The official certified duplicate copies of each census district, which were sent to the Territorial Governor
